Private Security
The Airport Security Police is the higher authority responsible of the airport security of the Airport National System. Within this framework, according to paragraph 8, article 14 from Law 26.102, among other functions, it is in charge of the regulation, authorization and control of the airport security services offered by natural or juridical-private persons.
The Authorization and Control Management of the Airport Private Security, is the area in charge of the regulation of the private security services inside the airport regarding to authorization, registry, control and supervision of the provision of such services, as well as its regimen of sanctions and infringements.
Also, the PSA is authorized to propose the regulatory frameworks of the activities regarding to the airport security system which may be rendered by private law parties, and the pecuniary penalties to be applied in case of offences, and also to receive customs duties for the authorization to render services and the development of the activities carried out by people linked to the airport security for its rendering or development, which were caused inside the area of its competence.
Within this framework, the National Executive issued Decree Number 157 (Click on the decree), dated on February 13th 2006 – BO 15/02/06 – approving the “Regulation Rules of the private security services inside the airport”.
The PSA is the authority in charge of the application of such regulation, which states the normative bases which regulate the rendering of the private security services in the airport area carried out by the natural or juridical persons authorized for rendering them inside the Airport National System where the PSA exercises its functions, and fixes the requirements, obligations and prohibitions to such persons on the subject.
The services of private security in the airport area are additional and subordinate to the security and surveillance preventive tasks performed by the PSA, and are subject to the policies, strategies, guidelines and regulations dictated by the implementation authority in charge of the higher management and coordination of the airport security and to this security force in the fulfilment of its functions in order to protect and guarantee the internal security of such area, according to the normative bases stated in the Regulations in force.
