Requirements to obtain Airport Personal Permits
Common requirements to obtain an Airport Personal Permit:
:: To be of full age
:: To carry out a business totally or partly within the airport area.
:: Do not have criminal records.
:: To carry out the formalities to obtain permit in person
SPECIAL REQUIREMENTS TO OBTAIN PERMANET AIRPORT PERSONAL PERMITS OF SECURITY
1º.- To have passed the course stated by the competent authority, according to his role within the airport area.
2º.- To submit legal records certificate issued by the National Registry of Legal Records of the MINISTRY OF JUSTICE AND HUMAN RIGHTS in its original at the moment of starting the procedure to obtain the permit.
a) Foreign applicants and members of diplomatic missions are excluded since they have to submit the documentation required in the following article.
3º.- To submit a headed note signed by the official representative body and / or public or private entity whose presence would be required before the Permit Procedure Office of the Operational Unit of the Airport Security Police. This signature must be registered and authorized in the Airport Security Police. It has to contain the individual applicant’s following personal data:
:: Name and Surname.
:: Proof of identity.
:: Function and Position he/she will fulfil in the company.
:: Job description and justification of the employee’s need to access the restricted area.
5º.- In case of corporate air carrier suppliers or contractors, they have to request the issuance of permits through such traders, who shall send an introduction letter.
6º.- Companies rendering services to other air traffic companies have to also prove the exiting contractual relationship. This accreditation must also be made by private companies rendering services to public entities recorded in the air stations.
7º.- In case of companies directly contracted by the concessionaire of the air station, the introduction of the personnel requesting permits shall be his duty.
8º.- Once the "Letter of Introduction" had been ratified by the operator or administrator, the applicant must transfer it to the particular applicant.
9º.- The personnel of public bodies and representatives of diplomatic missions are exempted from the "Letter of Introduction".
10º.- In case of loss, theft and / or robbery of a permit , the holder or the user must make the corresponding complaint before the proper police authority, within 24 hours of the occurrence of the incident, having to begin the process of renewal before the proper authority paying the relevant fees.
11º.- In cases of applications that require sector 2 according Article 4 under this regulation, they will be transferred to the State Customs Office, to be certified if the applicant is qualified to perform the function claimed in the application and then it shall be transferred to the Airport Head for further processing.
12º.- Paying of the issue fee. Applicants belonging to government agencies, military and security forces are exempted of its payment.
DOCUMENTATION TO BE ENCLOSED WITH THE "LETTER OF SUBMISSION”
:: Application Form with all its items complete
:: Original Certificate of Criminal Records
:: Upgrade 4X4 colour picture, white background
:: Photocopy of the first and second sheet of the ID or where the updated addressed were recorded.
:: Photocopy of authorizing certificates issued by the Competent Authority as appropriate
:: Photocopy of driver's license for those applicants working as drivers at the operating platform.
FOREIGNERS
In case of foreign applicants for airport personal permits of Permanent Security there are special requirements besides the abovementioned ones:
1º.- To submit certified copy of the employment contract guaranteed by the Argentine Consulate in their country of origin.
2º.- To provide authenticated copy of precarious legal record certificate (valid for 90 days, extendable - Law No. 22,439).
3º.- To provide authenticated copy of legal records from the country of origin, endorsed by the Argentine Consulate.
4º.- Chilean citizens shall have to submit authenticated copy of the labour agreement, if appropriate, with temporary employment contract. (Law No. 19,521).
DIPLOMATIC REPRESENTATIONS
The Ministry of Foreign Affairs, International Trade and Worship is in charge of requesting to the Airport Security Police the issuance of the corresponding permits, attesting the applicant’s diplomatic accreditation before the Argentina Republic.
Each diplomatic mission accredited in the country, shall be able to have 4 (four) Permanent Airport Security personal Permits for its personnel plus 2 (two) Permanent Airport Security nontransferable personal permits for the Ambassador and his wife.
The application note shall state the list of the members appointed to the diplomatic mission, with their personal data.
Each of them has to submit the application duly made, pay the issue fee and withdraw the permit in person.
The request of more permits shall have to be made by the diplomatic mission before the Ministry of Foreign Affairs, International Trade and Worship with the proper justification, which will assess the adequacy of the request submitted putting it to Airport Security Police final consideration.
Argentine citizens shall have to submit legal records issued by the MINISTRY OF JUSTICE AND HUMAN RIGHTS in the original, at the moment of starting the procedure to obtain the permit.
SPECIAL REQUIREMENTS FOR THE ACQUISITION OF AIRPORT SECURITY PERSONAL TEMPORARY PERMITS
REQUIREMENTS FOR THE ACQUISITION OF TEMPORARY PERMITS FOR COMPANIES.
1] Submit note duly stating the need to obtain such permit, to the airport operating company, within forty-eight (48) hours prior to the initiation of activities within the airport.
a) Photocopy of the first and second sheet of the ID or where the update address were registered.
b) Justified requested sectors.
c) Photocopy of insurance coverage (A.R.T.)
d) Photocopy of legal records or its certification.
e) Complete application form of temporal personnel permit.
REQUIREMENTS FOR THE ACQUISITION OF TEMPORARY PERMITS FOR FOREIGNERS
1] Submit a headed note from the company where you render services (letter of submission) justifying sectors and tasks to develop. The special requirements are:
a) Submit a certified copy of Legal Records of the country of origin, endorsed in the Argentine Consulate.
b) Work permit for transient residents (Art.29).
c) Photocopy of passport.
d) Liability Record.
e) Complete request Form of Temporal Permit.
CONDITIONS TO OBTAIN TEMPORARY PERMIT FOR PUBLIC ORGANIZATIONS.
1] Supply a headed note from the body you are serving (letter of submission) justifying sectors and works to develop. The special requirements are:
a) To submit an application of temporary permit authorized by the Division Chief or hierarchical personnel of the applicant body with signature registered in the permit area.
b) Photocopy of the first and second sheet of the ID or where the updated address were recorded.
SPECIAL REQUIREMENTS TO OBTAIN AIRPORT SECURITY PERSONAL PERMITS WITH SUPPORT
Companies or government agencies requiring such permits shall request them at least with 24 hours in advance (except for duly substantiated emergencies).
COMPANIES FROM THE AIRPORT AREA:
a) Application form of P.P.A.
b) Photocopy of A.R.T.
c) Photocopy of the first and second sheet of the ID or where the updated address were registered.
d) Foreigners: submit Liability Record.
SPECIAL REQUIREMENTS FOR COMPANIES APPLYING FOR PERMITS AUDITS AND INSPECTIONS.
a) Submit the permit application with the company headed note, containing the user’s personal data, type of audit, sector, and its time.
b) Submit a photocopy of the document or passport.
c) Liability Record.
SPECIAL REQUIREMENTS TO OBTAIN AIRPORT SECURITY PERSONAL PERMITS FOR PRIVATE SECURITY COMPANIES AND WEALTH CARRIERS
Process the application before the Department of Private Security, Sub Police Government-appointed manager, Institutional Relations pursuant to Decree 157/2006
PUBLIC BODIES:
1] Headed note signed by the authority with its register, with the people’s data needed to enter to the restricted area and the length of their stay. It has to be submitted before the assistant professorship of the Chief of the Ezeiza Operative Unit.
Note: In case of loss, robbery and/or theft of a permit, the holder or user has to make the corresponding formal complaint before the competent police authority within the 24 hours from the moment the fact took place, the renewal procedures have to be begun before the competent authority, paying the corresponding fees.
SPECIAL REQUIREMENTS TO OBATIN AIRPORT PERSONAL SIMPLIFICATION PERMITS
1º.- To have the authorization certificate as a member of crew issued by the Air Force, with copy to be submitted at the beginning of the procedure.
2º.- To have psychophysical examination approved by the competent authority in occupational medicine, with copy to be submitted at the beginning of the procedure.
3º.- Having applied the Legal Records issued by the MINISTRY OF JUSTICE AND HUMAN RIGHT to be submitted in original at the time of beginning the procedure to get the permit.
4º.- In case of an employee of an air traffic commercial company, he/she must have a presentation note, duly signed, of that company where the authorization to work shall have been put on records.
5º.- In case of the applicant shall belong to a public body, he/she shall have to have a note of presentation from the agency attesting his/her position in it
6º.- In case of loss, theft and / or robbery of a permit , the holder or the user must make the corresponding complaint before the relevant police authority, within 24 hours of the occurrence of the incident, having to begin the renewal procedure before the competent authority, paying the appropriate fees.
7º.- To pay the issue fee. Applicants belonging to government agencies, military and security forces are exempted from paying it.

Note: The fee to be paid by the issue of airport personal permits shall be yearly and will be stated by the Airport Security Police. (PSA Regulation 335/05 Article 74)
CERTIFICATE OF LEGAL RECORDS
In order to obtain the Certificate of Legal Records issued by the National Registry of Criminal Repeater and Criminal Statistics belonging to the Ministry of Justice, Security and Human Rights.
The interesting party must bring his ID, passport or the proof that his ID is being processed and the corresponding photocopies.
