The PSA Higher Institute of Airport Security is in charge of organizing, managing and administering the education and training system on airport security of:
The police personnel of the PSA on the basis of these two fundamental dimensions:
Police education engaged in the base training of students who are candidates to police officers through the Police Officer Course of the PSA.
The police training aimed at professional training, coaching, improvement and/or updating of the PSA Police Officers during his professional career.
The PSA officials and civil police without police state in the leadership and management centres and the natural or legal, public or private persons, dealing with airport security or any related work in all its centres.
ISSA has also the function of organizing, managing and administering the scientific, technical and technological system on the institution airport security.

The police education and training have to be continuous and constant throughout the police professional career, constituting an essential step for promoting and holding organic positions.
The police’s education and training shall be based on production capabilities and specific professional competences resulting from occupational works and basic tasks commonly associated with profiling and police specialties, not general encyclopaedists knowledge.
The PSA police staff’s education and training shall always tend to a dynamic and constantly updated training according to the efficient development of the works and specific tasks of the profile and police specialty and from the correct solving of problems and incidents specific of the police work.

Components of the organic - functional structure
The Higher Institute of Airport Security is made up of civilian police without police state carrying out managing, administrative and teaching tasks, and civilian police with police state carrying out teaching and coordination tasks of the Technical Policing Centre and beadleship.
